Objective

To prepare an evidence-based land-use, economic and urban-design framework for the Winchelsea town centre that supports long-term growth, activates the main street, improves movement and access, and strengthens the centre’s role as a local and regional service hub.

Method

The project combined detailed economic and demographic analysis, retail and floorspace assessment, movement and access analysis, town-centre audit, stakeholder engagement, and a review of planning policy and development pipelines. Spendmapp data was used to understand trade flows and leakage, and consultation informed the assessment of opportunities and constraints.

Solution

A clear town-centre vision supported by spatial structure concepts, preferred development options, retail and commercial opportunities, access and parking improvements, public-realm upgrades, and a staged implementation plan. The study identified priority catalyst sites and investment pathways to guide Council decision-making.
