Objective

Assist in the implementation of the UN-Habitat Global Urban Monitoring Framework (UMF) for the Greater Sydney area

Method

Implement the UMF method designed by Dr Kevin Johnson (MD of Geografia) for UN-Habitat in 2021. The UMF was endosed by the UN Statistical Commission in 2022 for use by cities and regions to measure progress towards sustainable development. It is a 4X5 matrix of metrics aligned to SDG11 (to make settlements safer, more inclusive, resilient and sustainable).

Solution

The Greater Sydney Commission (renamed the Greater Cities Commission and now part of the NSW Department of Planning, Housing & Infrastructure) engaged Gegorafia to advise on and help implement the UMF as a way of determining whether the UMF could be used as part of the Commission’s strategic reporting framework.
As the designer of the UMF, through 2021 to 2023 Kevin was regularly called on to advise different Australian cities and regional agencies on the efficacy of the UMF. The UMF itself was created as an adaptable framework. It has a ‘fixed’ version in which a defined set of measurement are used for any city, town or region to monitor progress.
The UMF can also be adapted for thematic, or locally specific measurement objectives (e.g., whether the city is child friendly, emphasising wellbeing, or environmentally sustainable or economically thriving). In this version, measurements are chosen through the workshop exercise to capture elements of change that align with those themes. The workshops use a root cause analysis process and were adapted in the subsequent Quality of Life Index work flow.
