Solution
The Strategy proposed a clearly defined hierarchy of activity centres, supported by planning controls and land use recommendations tailored to projected retail and commercial needs.
It identified opportunities to recapture Resident Escape Spend, enable higher-density living around centres, and better integrate transport and community services.
Implementation includes zoning changes, new centre designations, and actions to support economic growth, placemaking, and public realm improvements.
